Unlocking full fibre at the Boundary Estate

How careful planning, heritage-sensitive engineering and public funding created a route to gigabit-capable broadband in one of London’s most historic housing estates.

At a glance

Location: Boundary Estate, Shoreditch, London

Environment: Historic social housing estate with Grade II-listed buildings

Challenge: Enable modern full-fibre connectivity while protecting the estate’s architectural character

Solution: A shared 4Fibre infrastructure capable of supporting up to four internet service providers

Programme: Approximately three years of planning, permissions, wayleave and funding work

The Challenge

With its Victorian red-brick facade, The Boundary Estate occupies a striking position in London’s  East End. Known as Britain’s first council estate, it sits close to London’s technology cluster, yet residents have remained on the wrong side of the digital divide, without access to the full-fibre infrastructure increasingly taken for granted elsewhere in the capital.

The difficulty was not a lack of demand. Opened in 1900, the estate is an important example of early social housing and includes Grade II-listed buildings. Any new telecommunications infrastructure therefore had to meet modern performance requirements without compromising the estate’s distinctive red-brick architecture.

A standard fibre rollout was not appropriate. The project required a carefully developed route that could satisfy planning and conservation requirements, minimise intervention in the buildings, and remain commercially viable.

Developing a heritage-sensitive solution

Over a two-year period, the 4Fibre team worked with the local authority, conservation officers, estate representatives, and other stakeholders to develop an acceptable deployment plan and secure the necessary permissions and wayleaves.

Detailed surveys and several rounds of design development were needed to establish routes and installation methods that would protect the appearance and fabric of the estate. This collaborative process created a practical way to introduce new infrastructure while respecting the significance of the setting.

Creating a viable delivery model

Planning approval solved only part of the challenge. The team then spent approximately a further year working through the Building Digital UK framework to secure support through the Gigabit Broadband Voucher Scheme.

This involved confirming eligibility, validating project data and satisfying the scheme’s administrative and compliance requirements. With voucher support now secured, the project has the financial basis needed to move towards delivery.

The 4Fibre approach

4Fibre is a shared full-fibre infrastructure model developed for multi-dwelling buildings. A single multi-fibre cable can support up to four independent internet service providers concurrently, giving residents a choice of services without requiring each provider to install separate building infrastructure.

For a sensitive historic estate, that matters. A shared physical deployment reduces repeated drilling, additional cabling and avoidable disruption to the building fabric. It also provides a cleaner, more manageable foundation for connectivity over the long term.

Expected Impact

Once deployed, the new infrastructure will give residents a route to reliable, gigabit-capable broadband and the opportunities that depend on it—from remote work and education to access to digital services.

The project also demonstrates that historic and listed housing need not be excluded from modern connectivity. With early stakeholder engagement, appropriate engineering and a viable funding model, digital inclusion can be delivered without sacrificing architectural character.

What happens next

With planning approvals, wayleaves and BDUK voucher support in place, works are expected to commence at the end of September 2026. The delivery team will continue to work with the council, estate representatives and residents as the project moves into construction.
